Helotes Creek Gravity Main and Lift Station #246 Elimination Project

A virtual public meeting is being held on Nov. 19, 2020 at 6 p.m. to discuss San Antonio Water System’s (SAWS) proposed Helotes Creek Gravity Main and Lift Station #246 Elimination project. The Project consists of constructing approximately 2.5 miles of 15-inch gravity wastewater mains. The Project consists of three (3) segments. The first segment will be constructed from Lift Station #246 near Jericho Road, and will run generally southward along State Highway 16 (Bandera Road), then along Old Bandera Road, finally ending north of the intersection with Antonio Drive. The second segment will be constructed generally southward along Riggs Road, then along F.M. 1560 to Bandera Road. The third segment will be constructed along F.M. 1560 near Antonio Drive and then through the Helotes Fitness Park and Disc Golf Course. This project will eliminate Lift Station #246 and allow wastewater flows to bypass Lift Station #233, a lift station at critical capacity.

One of the purposes of this hearing is to discuss the potential environmental impacts of the project and alternatives to it. This project would involve construction/installation of wastewater mains in the special flood hazard area (e.g., 100-year floodplain) of Los Reyes Creek, a Waters of the United States.  Alternatives to construction, environmental impact, and proposed mitigation measures will be addressed during the public meeting. The total estimated cost of the project is $16.9 million. The estimated monthly bill for a typical resident is currently $75.10. There will be no rate increase or additional fee required to finance this project. Financial assistance (or an application for financial assistance) for the project has been obtained from (or will be filed with) the Texas Water Development Board, P.O. Box 13231, Austin, Texas, 78711-3231.

An Environmental Information Document for the project will be available for public review online at saws.org/HelotesCreek for 30 days following the date of this notice.

The project would require the temporary use of Helotes Fitness Park, a park and recreational facility on public land; therefore, this public hearing will be conducted in accordance with Chapter 26 of the Texas Parks and Wildlife Code. For any project that would require the use or taking of any public land designated and used as a park, recreation area, scientific area, wildlife refuge, or historic site, Chapter 26 requires a public hearing providing the public with the opportunity to review the project details and provide comments.
