Nancy Belinsky - VP Legal & General Counsel

Executive Vice President / Chief Legal & Ethics Officer

Before she was selected to be General Counsel, Belinsky served as corporate counsel in the Legal Department of San Antonio Water System. Prior to SAWS, she practiced commercial real estate law at Akin, Gump, Strauss, Hauer & Feld, representing clients in land development, design construction, acquisition and disposition of commercial real estate and public infrastructure projects.

In 1986, Belinsky received a Bachelor of Business Administration in petroleum land management from The University of Texas at Austin. She graduated summa cum laude with a Juris Doctorate from St. Mary’s University School of Law in 1995.

Belinsky provides legal advice and counsel to the SAWS Board of Trustees and management on all issues relating to the utility’s operation, including public law, water law, real estate law, environmental law, public utility law and labor law.

Legal

The Executive Vice President / Chief Legal and Ethics Officer provides legal advice and counsel to the SAWS Board of Trustees and executive management on issues related to the utility’s operation while overseeing the Legal, Contracting and Corporate Real Estate departments. The group consists of:

Legal – Represents the utility to customers, the regulating community and business partners; provides legal advice and opinions, researches legal issues, drafts legal documents and memorandums, and coordinates the activities of outside legal counsel.

Contracting – Manages the administration of all construction and professional services contracts; Texas Water Development Board capital funding program; all utility records in compliance with the Texas Local Government Records Act and Texas Public Information Act and best records management practices; oversees administration of SAWS’ Small, Minority and Women Owned Business Program.

Corporate Real Estate – Responsible for property acquisitions, dispositions and lease management activities; and obtaining property easements for capital improvement projects.
